Pradhan Mantri Gram Sadak Yojana (PMGSY) is a central government scheme launched on December 25, 2000. This scheme is under the jurisdiction of Rural Development Ministry, it is fully funded by the Central Government. During the month of November 2015, after the recommendations of the 14th Finance Commission, it was announced to the sub-groups of Chief Ministers for the development of centrally sponsored schemes that the project would be run between the Central Government (60%) and the States (40%). The purpose of this scheme is to connect every village by road.

Pradhan Mantri Gram Sadak Yojana Goal/ Objective
- In the main rural areas of 1 PMGSY, the settlement of roads not connected with the roads will be known as perennial roads (requisite bridges and cross-drainage)
- PMGSY will be allowed to improve the existing roads (according to fixed norms) in those districts where all the habitations with the specified population have been provided with perennial road connectivity. However, it should be noted that corrections are not the focal point of the program and in this situation it can’t be more than 20% of the state allocation of states, where there are still habitations not connected with roads. Priority should be given to change general and all roads into perennial roads in the core network in the reform work.

Online Management & Monitoring System (OMMS)
Its main work is to develop the online management and monitoring system or OMMS GIS system to set goals and monitor the progress. OMMS also has different modules to track the expenses incurred on each road. Based on the data recorded by the state and district officials, the OMMS prepares detailed reports which are viewable in the section of the citizens (omms.nic.in).
It has been developed by C-DAC Poon’s e-Governance Department and it is the largest database in India. This system manages to complete all the stages of road development on the road from its motion mode. OMMS includes advanced features such as e-payment, password protected PDF files, interactive reports etc.

PMGSY Summary and Analysis
- In the financial year 2016-17, as on January 25, 2017, projects of `23,201 crore, MOD approved 122% of the Indian government’s allocation for the financial year 2016-17 (revised estimates / RE).
- 85% of approved projects between the financial year 2000-01 and 25 January 2017 have been completed, 9% are in progress, 2% have been contracted, and 4% have not yet been contracted.
- Nearly 8% of the entire projects from the financial year 2007-08 to the financial year 2016-17 till date are not received till January 25, 2017. In Jammu and Kashmir (75 per cent), Tripura (Rajasthan), the delay was more than 30 per cent), Jharkhand (27 per cent) and Bihar (20 per cent).
- Body building is often more than the 12-month deadline set in PMGSY guidelines. Only 24% of the projects completed from 2000-01 to the financial year 2015-16 were completed within one year of signing the contract agreement.
- Between fiscal year 2000-01 and 25 January 2017, 1.54 lakh new projects were approved and 4.87 lakh kilo-meters (km) new roads were constructed.

Pradhan Mantri Gram Sadak Yojana in Hindi
प्रधानमंत्री ग्राम सड़क योजना (पीएमजीएसवाई) 25 दिसंबर 2000 को शुरू की गयी एक केंद्र सरकार की योजना हैं। ये योजना ग्रामीण विकास मंत्रालय के अधिकार के अधीन है यह केंद्र सरकार द्वारा पूरी तरह से वित्त पोषित है। नवंबर 2015 के दौरान, 14 वें वित्त आयोग की सिफारिशों के बाद, केंद्रीय प्रायोजित योजनाओं के विकास के लिए मुख्यमंत्रियों के उप-समूह को यह घोषणा की गई कि परियोजना को केंद्र सरकार (60%) और राज्यों (40%) के मध्य चलाई जाएगी। इस योजना का उद्देश्य हर गांव को सड़क मार्ग से जोड़ना हैं। इस योजना के तहत 2014 से 2014 तक, पीएमजीएसवाई के तहत सड़क निर्माण की औसत गति 98.5 किलोमीटर प्रति दिन थी। 2021 तक केंद्र सरकार और राज्य सरकार का लक्ष्य हैं की इनको हर गांव तक जोड़ दिया जाएँ।
Pradhan Mantri Gram Sadak Yojana Guidelines
Under the Pradhan Mantri Gram Sadak Yojana (PMGSY), this year 47,350 km roads were constructed. In the last seven years, there was not such a long road under PMGSY in any one year. This plan has created 36,337 kms and 36,449 kms of roads in 2015-16 in 25,316 kms, 2014-15 in the year 2013-14.
According to the Ministry of Rural Development, during the period from 2011 to 2014, average 73 kilometer road was being constructed on PMGSY which increased to 100 km daily in 2014-15 and 2015-16. In 2016-17 this average has increased to 130 km per day, which is the highest in seven years so far.
It has been informed from the Ministry that in the year 2016-17, 11,614 habitations have been established by road through 47,350 km roads constructed under PMGSY. In the last seven years, 11,606 most settlements have been connected by road. There are also measures taken to reduce carbon footprints and reduce environmental pollution in the construction of roads in rural areas.
Focusing on the use of green technologies and non-conventional materials such as waste plastic, cold mix, geo-textile, fly ash, iron and copper slag etc. in the construction of roads to increase work efficiency and cost effectiveness. Under the Pradhan Mantri Gram Sadak Yojna, roads are constructed in rural areas.
